The Health Information and Quality Authority (HIQA) has today published an inspection report on a children’s residential centre operated by the Child and Family Agency (Tusla) in the South West region. 

HIQA conducted this unannounced inspection over two days in September 2024. The inspection primarily focused on the leadership and management of the service, and the quality and safety of care provided to children. Additionally, it focused on the care and support that children received and how their rights were promoted and realised. Of the 12 standards assessed, nine were found to be compliant and three were found to be substantially compliant. 

There were strong governance arrangements in place which ensured there was effective oversight, child-friendly practice and positive experiences for the children.Systems in place included an up-to-date risk register, assigned tasks to social care leaders, supervision and regular audits. The recording of supervision and the maintenance of the children’s register required improvement.

Children were very positive about the service. They said they were very happy there and enjoyed coming to the centre. Children’s rights were promoted and this was clear through talking with staff, children, foster carers and external professionals. Staff were familiar with each child’s needs and wishes. Additional plans were put in place as required for children who required extra support, assurance or guidance while staying at the centre. There were plans in place to move to an alternative premises and children had been informed of this to prepare them for the transition.

Staff working in the centre were aware of their responsibilities and the centre operated in line with Children First: National Guidance for the Protection and Welfare of Children (2017). Concerns were appropriately managed and reported in a timely manner. There were policies and procedures in place to address bullying, harassment and exploitation.

The provider has submitted a compliance plan to address the issues identified.

  • HIQA is authorised by the Minister for Children, Equality, Disability, Integration and Youth under Section 69 of the Child Care Act 1991 as amended by Section 26 of the Child Care (Amendment) Act 2011, to inspect children’s residential care services provided by Tusla. HIQA monitors Tusla’s performance against the National Standards for Children’s Residential Centres and advises the Minister and Tusla.
