The clinical value and benefit of referral criteria for scheduled surgical procedures will be the subject of a series of rapid health technology assessments by the Health Information and Quality Authority (HIQA). Requested by the Health Service Executive (HSE), the assessments will focus on identifying appropriate referral criteria for certain high volume scheduled surgical procedures currently undertaken in Ireland.

Terms of Reference

The Health Information and Quality Authority (the Authority) will investigate the safety, quality and standards of services provided by the Health Service Executive (HSE) to patients, including pregnant women, at risk of clinical deterioration, including those provided in University Hospital Galway (UHG) and as reflected in, among other things, the care and treatment provided to Savita Halappanavar. The Investigation shall be carried out on the basis of the following terms:

The Board of the Health Information and Quality Authority (HIQA), following a request from the Health Service Executive (HSE) and in accordance with Section 9(1) of the Health Act 2007, will investigate the safety, quality and standards of services provided by the HSE at University Hospital Galway (UHG) to critically ill patients, including critically ill pregnant women as reflected in the care and treatment provided to Savita Halappanavar.

On 27 April 2012, pursuant to Sections 59 and 60 of the Health Act 2007 as amended, an Ex Parte Interim Order was made by Galway District Court, inter alia, cancelling the registration of Owen Riff Nursing Home, Camp Street, Oughterard, Co. Galway as a designated centre under Part 8 of the Health Act 2007. In accordance with Section 64 of the Health Act 2007, the Health Service Executive was directed to make alternative arrangements for the residents of Owen Riff Nursing Home as soon as practicable.
